Andrew Williams is Director of Options 2 Outcomes, which specialises in public service delivery partnerships, based in Driffield, East Yorkshire. 

Andrew applies unique experience from having held the senior NHS, Adult Social Services and Children's Services system leadership roles in the East Riding of Yorkshire. He has delivered interim and consulting assignments around the country specialising in leading improvements through innovative integration between diverse public services. He offers a deep appreciation of how to shape cultural and behavioural shifts across organisational and professional boundaries. Andrew excels at motivating, directing and developing individuals and through inspiring organisations and partnerships to achieve excellent public service outcomes in challenging economic and cultural environments.   

Andrew contributes 25 years practical experience from roles as: 

  • NHS Chief Executive for East Yorkshire PCT and Yorkshire Wolds and Coast PCT
  • Joint Deputy Chief Executive (Interim) to the first Primary Care Trust and Council Public Services Partnership (Herefordshire Public Services)  
  • Director of Children's Services and
  • Director of Adult Social Services for East Riding of Yorkshire Council
  • Joint Chief Operating Officer (Interim) for NHS Haringey and NHS Islington Community Health Services, including joint child and adult services with Londong Borough of Islington
  • NHS Director, GP contracts manager, acute and community commissioner and community and mental health service provider.

Achievements for Customers: 

  • Developed Early Intervention child and family services through sponsoring, then leading, the East Riding Children's Trust and delivering a Family Support and Preventative Services review and commissioning strategy and implemetation programme for Blackburn with Darwen Children and Young Peoples Services
  • Implemented service improvement strategies for new primary care resource centres, intermediate care, integrated health and social care locality teams and community hospital and mental health services
  • Lead East Yorkshire PCT with the Board as an organisation achieving good quality and financial balance for all 5 years, then integrated the two PCTs to deliver £500k management cost savings
  • Initiated turnaround for Yorkshire Wolds and Coast PCT and implemented financial recovery plan for East Riding Adult Social Services through personalisation, prevention strategy and revised eligibility criteria 
  • Herefordshire Council Cabinet approval and PCT Board support for the procurement of best of breed IT systems for an integrated £10m customer service and shared service transformation programme with Deloitte, with £5.2m recurrent savings
  • Transformation of Community Services for NHS Haringey and NHS Islington and management of a politically complex stakeholder engagement process resulting in Boards' approval of the recommendation to form an Integrated Care Organisation with the Whittington Hospital.
